Weekly report
RFP Radar week 2026-W42 (5 October to 11 October)
Yes. Oakland University's questions close 13 October through a BidNet registration last seen incomplete on 30 September, and Erie County needs a bid or no bid call by 15 October.
Actions this week
- Oakland University, Department of Counseling, cloud electronic health record for its counselling training clinic. Pick a bid owner and complete the MITN registration on BidNet Direct, then send the 2 questions already written in the 5 October draft: can video recording come from a separate system, and must supervisor sign-off happen inside the record system. The form submits Carepatron's company details, so a person has to do it. Questions close 13 October, 12:00 pm EST. For the sales team.
- Oakland University, same bid. Answer the 3 product questions that decide whether to bid at all: does supervisor approval routing and co-signature exist, can a supervisor observe a telehealth session without the client seeing it, and do we hold a HECVAT. Needed before the 13 October questions go in. For Glen.
- Erie County Department of Health, New York, juvenile justice case management platform. Decide bid or no bid. The 21 September assessment said do not bid unless the county accepts a vendor that cannot connect to the county's own staff login system, and the question that would have settled it was never sent before it closed on 22 September. Proposals close 15 October. For Carlos.
- Somerset Council, England, case management system for its drug and alcohol service. Decide whether to create a free Proactis supplier account, which submits Carepatron's legal and tax details, or send the enquiry email already drafted to Joanna Hunt instead. Without one of the two, the specification cannot be read. Enquiries close 23 October. For Carlos.

Twelve rows, 8 separate opportunities. Oakland University appears 3 times and Erie County twice, because several sources list the same solicitation and the radar treats each listing as a new lead. Four rows are live solicitations with real closing dates. The other 5 are early signals with no procurement published yet.
Two rows arrived in this morning's run, on 12 October, so they fall outside the week this report covers: the Wisconsin electronic medical record and the Nevada waiver. They are on the board because the board is current as at today.
Watchlist
- Chemeketa Community College, Oregon. Its request for information on counselling appointment software closed on 19 August 2026. A request for information normally comes before an RFP, and a college counselling centre is the proven win pattern. Look again 15 November.
- Central Alabama Wellness. Alabama granted it $43,580 on 24 August 2026 to upgrade its electronic health record. No procurement date was stated, so the look-again date is 90 days out. Look again 6 December.
- South Carolina Department of Juvenile Justice. The state signed continued support for its existing Medicat electronic health record in January 2026, which the written determination says precedes a competitive RFP. Look again 27 December.
- State of Nevada Department of Health and Human Services. An 8 October waiver worth $88,504.92 extends Patagonia Health and the Carequality health information exchange, and the aggregator summary says it cites an ongoing statewide electronic health record procurement. That line could not be confirmed against the waiver itself, so treat it as a lead to verify. Look again 10 January 2027.
- Nevada Division of Public and Behavioral Health, Community Health Nursing. A sole source award puts its electronic health record with Patagonia Health until 11 October 2027. Look again 11 September 2027, 30 days before it ends.
No watch item fell due this week, so none needed re-checking. The nearest is 34 days away.
Closed this week
None. No item carrying an open verdict reached its closing date between 5 and 11 October.
One lead did pass its deadline without appearing here. The Indiana Family and Social Services Administration closed its child mental health case management purchase on 8 October. Carepatron read the agency's own scope on 5 October and recorded a no bid, because Indiana wants a vendor to run Tobi, the system the state already owns, rather than to sell it one. The lead ended as a decision, not as a lapse.
This week's intake
91 candidates scored across 4 runs: 1 PURSUE, 3 REVIEW, 1 WATCH, 86 SKIP.
- Oakland University, Michigan, is the week's one lead to pursue. Its Department of Counseling wants a cloud electronic health record for the training clinic where more than 40 students, supervisors and instructors practise each semester, covering clinical notes, scheduling, telehealth, online intake and supervisory review. It is a request for information, so nothing is awarded yet and answering costs little. Scored 72. The solicitation title also names video recording, which Carepatron does not do, but the buyer asks whether video can come from a third party, which leaves room for a 2-system answer.
- Somerset Council, England, wants a case management system for its drug and alcohol service. Scored 62 on 8 October. The end user is Turning Point, running the service across 3 hubs. The specification is behind a Proactis account Carepatron does not hold.
- Two other reviews were resolved the same day they arrived. Indiana Family and Social Services wants a vendor to operate the state's existing Tobi system, which is services rather than a software purchase, so it closed as a no bid. The University of Wisconsin-Madison student health record arrived under a second listing and was confirmed as the same solicitation already declined on 30 September.
- One new watch item. Nevada sole-sourced its community health nursing electronic health record to Patagonia Health until 11 October 2027, across 8 rural clinics. Logged to look again on 11 September 2027.
- Near misses, real software purchases that were correctly ruled out. Horizon Behavioral Health in Virginia is buying a spreadsheet-based financial planning platform for about 20 finance and IT staff, and names Credible as its incumbent record system with no replacement signal. Blue Ridge Behavioral Healthcare wants the same kind of financial platform. Roswell Park is buying continuous patient monitoring tied to Altera Sunrise, which is inpatient. Massachusetts mental health wants interpreter booking software. The Department of Veterans Affairs ran a brand-name survey for QGenda on-call scheduling priced per bed for up to 150 beds, so inpatient again. San Diego County's electronic health record item turned out to be a subcontract where a provider supplies the system to prime contractors. Ohio's Epic line was a spending approval, not a solicitation, and its Epic rollout went live in October 2024.
- What the skips mostly were. Buyers wanting people rather than software: counsellors, therapists, teletherapy for schools, crisis and outreach teams, supported living, residential treatment and carers hubs. Then legal work caught by the word "counsel" rather than "counselling", building and refurbishment work at behavioural health sites, and school catering, uniforms and timetabling caught by stray wellbeing and scheduling keywords.
- The same solicitations keep arriving under new listings. The University of Virginia student health record, declined on 7 September, came back for a fifth and sixth time on 6 and 8 October. The Wisconsin record came back twice. Each one costs a scoring slot, and on 5 October one of them was queued for drafting under a score 15 points higher than the resolved verdict.
Drafting
- Oakland University, Department of Counseling, drafted, recommendation bid, 72 out of 100. Coverage is 43 of 61 requirements answered from the claims library, with 18 carrying a question for Glen, of which 3 decide whether to bid at all. The block that had defeated 2 previous runs broke open: Bidscope mirrors the BidNet attachments on public storage, so the 9-page request for information was read in full and the draft quotes the buyer's own words rather than an aggregator summary. Written 5 October.
- Indiana Family and Social Services Administration, Division of Mental Health and Addiction, no bid, 20 out of 100. The agency's own wording, carried identically by 4 sources, asks for a vendor to "manage, triage, enhance and train around" a system the state already owns. Written 5 October.
- University of Wisconsin-Madison, University Health Services, assessed, no new action. The same solicitation as the 30 September note under a new listing. The check pointed at a VendorNet number that does not exist, which was an aggregator's internal record number. Written 5 October.
- Somerset Council, blocked. Every route was tried and failed: the Find a Tender notice carries no documents, Contracts Finder has no match across all 47 tender-stage releases from 1 to 8 October, Proactis has no public browser, and the council's own sites only point back to the portal. The useful find was a March 2026 market engagement notice under the same procurement identifier, naming Turning Point as the end user and recording supplier demos in the week of 16 March that Carepatron missed. Written 8 October.
- The 2 earlier Oakland University notes, from 30 September and 2 October, were marked superseded on 5 October when the document was read.
Pipeline health
- Runs: 4 of 5 weekday runs completed, on 5, 6, 8 and 9 October. The 7 October run produced nothing. All 3 of that day's scheduled jobs, the briefing at 07:15, the radar at 08:00 and the drafting job at 08:40, hit the Claude account session limit on their first turn and wrote only that message to their logs. Nothing was fetched, scored or drafted on 7 October, and nothing retried. The drafting job ran on the other 4 days, with an empty queue on 6 and 9 October.
- Sources: 16 of 17 enabled. Vendor Registry stays switched off because its row parser is unvalidated. All enabled sources returned records. Three matched nothing for the third week running: Bids&Tenders read 354 records for nothing, OpenGov Procurement 127, and SUNY Jaggaer 80, with SUNY the costly one because SUNY counselling centres are the proven win pattern. Texas ESBD matched nothing for the second week running, 384 records read. Washington WEBS matched nothing, 100 read. AgentMail alerts recovered, matching 2 records after 2 weeks of none.
- Site: https://rfp-radar.carlosmccoy.xyz, last deployed 12 October.
- This report is labelled 2026-W42 but covers 5 to 11 October, which is ISO week 41. The label is generated one week ahead of the period it describes, the same defect last week's report recorded. The proposal that staged it expired unapproved on 29 September.
- Staged proposals waiting on Carlos, oldest first. Ages are the file dates the 14-day expiry clock uses.
rfp-radar-no-ocr-on-host-for-scanned-pdfs(28 September): no text recognition software is installed on the server, so scanned determinations and sole-source notices cannot be read. One install fixes it. Expires today, 12 October.rfp-radar-weekly-report-utc-window-mismatch(28 September): the queries this report runs use a clock 10 hours behind local time, so they cover the wrong 7 days unless corrected by hand, as they were again this week. Expires today, 12 October.rfp-radar-bidnet-vendor-login-unlocks-header-not-documents(30 September): the free BidNet vendor login unlocks the solicitation number, but reading the documents needs a separate registration that commits Carepatron's details. Expires 14 October.carepatron-cannot-meet-gc-protected-b-data-residency(1 October): Canadian federal health records must stay hosted in Canada and Carepatron cannot, which disqualifies the whole category rather than just the police notice. Expires 15 October.rfp-radar-bidnet-unlocks-notices-only-after-close(2 October): BidNet publishes locked documents only once bidding has closed, so waiting for a locked notice to open guarantees missing the deadline. Expires 16 October.rfp-radar-bidscope-mirrors-gated-bidnet-documents(5 October): Bidscope mirrors the actual attachment files of BidNet-gated solicitations with no login, which is how Oakland broke open. Belongs at the top of the locked-portal route list. Expires 19 October.rfp-radar-bidnet-login-now-behind-captcha(5 October): BidNet moved its login behind a JavaScript CAPTCHA, so the vendor account no longer works from a script and the drafting prompt's login instruction is stale. Expires 19 October.rfp-radar-same-solicitation-recurs-under-new-source-ids(9 October): the radar deduplicates on the listing identifier, so one solicitation carried by several sources is invisible to it. It bit again this morning, queuing the Wisconsin record for drafting for a third time. Expires 23 October.
