Michigan MITN, clinical cloud-based EHR and video recording system (solicitation 00323)

Recommendation: needs document. I recovered the solicitation number but not the buyer. One portal action by you opens the rest, and this one is worth opening.

Why this one is worth the effort

The title is a strong match, and the second half is the interesting part.

"Clinical cloud-based EHR" plus "video recording system" in a single Michigan public solicitation reads as a teaching or supervision setting, where sessions are recorded so a supervisor can review them. Counselling training clinics, and speech and audiology training clinics, both work that way. That is inside our sweet spot rather than next to it.

A close precedent exists on the same purchasing group: Mott Community College ran "Cloud Based Clinic Management Software for Academia" through MITN. So Michigan academic clinics do buy this category here.

I want to be careful about how far that reading goes. It is an inference from a title, not a fact from a document. The buyer could equally be a health department or a child advocacy centre, and the recording requirement could be forensic rather than educational. That is precisely what the check was meant to settle, and I could not settle it.

Every route I tried

1. Public BidNet detail page. Issuing Organization, Solicitation Number, Description, Bid Documents and Buyer Contact all render as "Locked, registered members only".
2. BidNet AI Overview. This listing does not carry one. That route has worked before on other BidNet notices, so I checked first.
3. Logged in with our free BidNet vendor account. The SAML sign-in worked and the page unlocked its header, which is where solicitation number 00323 came from. Access then stopped at a second gate: "An action is required before access to this solicitation is granted. Your organization registration form for this purchasing group is incomplete." Completing that form registers Carepatron with the MITN purchasing group, so I stopped.
4. Logged-in keyword search on BidNet. Blocked by a JavaScript CAPTCHA, which returns HTTP 405 to anything automated. The same wall now covers the public listing, the sitemap and robots.txt.
5. Web search on the exact title, and on "00323" with Michigan and EHR. No mirror. The notice was published on 29 September, one day before this run, so the aggregators have not indexed it yet.
6. InstantMarkets. The site is a client-side application and its search route did not resolve, under plain fetch or rendered. Nothing came back for the title.
7. TechBids. Search returns 404.
8. Buyer's own website, and the commodity code and reference number routes. Both need a buyer name, and that is the one fact I do not have.
9. Public records request. This needs a named procurement contact. The contact is locked with everything else, so there is nobody to write to and I have not drafted a request email.

The single thing that unblocks it

You completing the MITN Purchasing Group organisation registration form on Carepatron's existing BidNet vendor account. It is the free member-agency tier, not a paid subscription, and the account already exists. The form asks for organisation details, which is why it is yours to complete and not mine.

Once that form is in, the notice opens fully: issuing organisation, description, bid documents and buyer contact.

Score

Unchanged at 52, REVIEW. I have not moved it. The title is promising and the solicitation number is new information, but neither tells me who is buying or what they are buying, and a score built on a title is not a score.

Worth doing this week rather than late October. The close is 3 November, and if it does become a bid we will want the full 30 days, not the last ten.
