1. Erie County Department of Health, juvenile justice case management platform. Decide bid or no bid. The assessment on 21 September recommended no bid unless the county confirms it will accept a vendor that cannot connect to the county's own login system. A question to [email protected] was drafted for Carlos to send by 4:00 p.m. on 22 September and there is no record it went. The county published its answers on 24 September. 2. Weber Human Services, AI-assisted clinical note writing system. Confirm this stays a no bid. It is the same solicitation Carepatron read in full and declined on 21 September, back on the board under a second listing and queued for drafting again. Nobody should work it twice. Erie County appears twice and Weber Human Services appears twice, both because 2 sources list the same solicitation and the radar treats each listing as a new lead. • Chemeketa Community College, Oregon. Its request for information on counselling appointment software closed on 19 August 2026. A request for information normally comes before an RFP, and a college counselling centre is the proven win pattern. Look again 15 November.
• Central Alabama Wellness. Alabama granted it $43,580 on 24 August 2026 to upgrade its electronic health record. No procurement date was stated, so the look-again date is 90 days out. Look again 6 December.
• South Carolina Department of Juvenile Justice. The state signed continued support for its existing Medicat electronic health record in January 2026. Look again 27 December. This item was re-scored from scratch on 28 September, which pushed the look-again date out from 1 December and dropped the stronger evidence recorded on 4 September, that the written determination says a competitive RFP will follow. The county wants a customisable platform to track outcomes for young people involved with the justice system who have behavioural health and substance use needs. Funding is $17,000 in year one, then up to $8,000 a year for 2 more years. Scored REVIEW twice, once from Bidscope and once from BidNet Direct, for one solicitation.
• Weber Human Services, Utah, AI-assisted clinical note writing system. Scored REVIEW at 52 on 21 September and resolved to a no bid at 43 the same day. The buyer is keeping the clinical record system it already has and buying an AI scribe to sit on top of it, which is not a product Carepatron sells.
• Near misses, real software purchases that were correctly ruled out. NHS Wales is replacing the Welsh Community Care Information System for 4 health boards, at GBP 10.56m over 10 years, and enterprise consolidation is a hard disqualifier. The US Virgin Islands is buying a territory-wide electronic health record plus a hospital information system, which is inpatient scale. Rhode Island's children and families department is buying a staffed intake pathway, not a platform, and its scope is locked behind BidNet registration. Ulster University is recommissioning the external therapy provider it has used since 2013 rather than buying a system.
• What the skips mostly were. Service delivery and staffing: counsellors, advocates, carers, crisis teams and therapy programmes where the buyer wants people, not software. Then construction and housing, and a steady run of legal work caught by the word "counsel" rather than "counselling".
• One noisy day. Of the 39 candidates on 25 September, 32 came from a single Serper site sweep, and 20 of that day's skips were not solicitations at all: course catalogues, board minutes, reports and a CV, some more than 10 years old.

Drafting

• Erie County Department of Health, assessed, still open, 46 out of 100. The full RFP was obtained and read. Recommendation: do not bid unless Erie confirms it will accept a vendor that cannot connect to the county login system. Written 21 September. Not a proposal draft, so there is no coverage fraction.
• Weber Human Services, no bid, 43 out of 100. The published scoring table asks bidders to integrate with the buyer's existing record system, which settles it. The same assessment corrected the buyer name in the radar from "Weber County" to Weber Human Services, a special service district. Written 21 September.
