Weber Human Services is not replacing its EHR. It is keeping the EHR it has and buying an AI scribe to sit on top of it. Carepatron does not sell that product.
The requirement that decides it
From the published scoring table, the criterion worth 15 per cent:
EHR Integration & Technical Fit — 15% — Ability to integrate with WHS's existing EHR and workflow, including API/interface capabilities and implementation requirements.
The phrase "WHS's existing EHR" settles the check. The buyer has an incumbent system and intends to keep it. Every other criterion assumes the same shape: the tool "produces clinically appropriate behavioral health notes", imposes "minimal clinician burden", and handles "recordings/transcripts". This is a bolt-on scribe procurement.
Carepatron's AI Scribe only writes into Carepatron. The library describes it drafting "a structured note into the template in use", with the note "created against the client record and the appointment" (ai-scribe-ambient-transcription), and captured through the Carepatron mobile app for in-person sessions (ai-scribe-in-person-mobile-capture). There is no claim anywhere in the library that the Scribe can be licensed separately or write into another vendor's EHR, and I am not going to assume one.
The integration route does not exist either. The public API covers client endpoints only; appointments, documentation and billing endpoints are not in scope (known-gap-api-client-endpoints-only). There are no HL7 or FHIR interfaces (known-gap-no-hl7-fhir). So there is no supported way to deliver a finished note from Carepatron into WHS's EHR.
Bidding would mean answering a scribe RFB with an EHR replacement. That is non-responsive to what they asked for, and the evaluators would score it against the integration criterion it cannot meet.
Why this one stings
The buyer is a genuinely good fit, which is why it scored 52 on metadata and reached this queue. Weber Human Services is the local authority for mental health, substance use, prevention and ageing services across Weber and Morgan counties. That is community behavioural health, squarely the segment Carepatron sells into.
The mismatch is the product category, not the buyer. Worth watching: if WHS ever posts an EHR replacement rather than a scribe bolt-on, it should score well.

What I could and could not read
I read the full public opportunity page: project details, the complete scoring table with all six weighted criteria, the event schedule and the public question log. That is enough to decide the item.
The one attachment, "Solicitation Document" (a Bonfire Solicitation Builder form), requires a Euna Procurement login. I tried the preview URL and the rendered page and both returned the Euna login screen. I did not create an account, since registration submits Carepatron's legal and tax details and that is your call. It does not change the recommendation: the scoring table already states the requirement that disqualifies us.
Two details worth knowing:
- The Q&A period never closes. The portal lists Questions Due Date as "Never", so questions can be asked up to the 2 October close.
- No procurement contact is published. Starbridge lists four Weber County staff against this RFB, covering Parks and Recreation, Human Resources, the Board of Education clerk and the Recorder's office. None of them is a procurement contact for this solicitation, and all appear to be generic county records rather than anything the buyer printed. I have not stored any of them.
One correction to the record
The radar had this filed under "Weber County". The buyer is Weber Human Services, a special service district, listed on the Utah U3P Bonfire portal as "SPECIAL SERVICE DISTRICTS - Weber Human Services". Starbridge had conflated the two. The board and the weekly report now carry the corrected buyer, the solicitation reference and the Bonfire source URL.
