Watchlist

• Chemeketa Community College, Oregon. Its request for information on counselling appointment software closed on 19 August 2026. A request for information normally comes before an RFP, and a college counselling centre is the proven win pattern. Look again 15 November.
• South Carolina Department of Juvenile Justice. A written determination dated 30 January 2026 awards Medicat as an interim electronic health record without competition and states that a competitive RFP will follow. Whether the scope covers residential sites, community sites or both is still unknown. Look again 1 December.
• Central Alabama Wellness. Alabama granted it $43,580 on 24 August 2026 to upgrade its electronic health record. No procurement date was stated, so the look-again date is 90 days out. Look again 6 December.

Closed this week

No solicitation reached its deadline this week. One lead left the board another way, and it is the week's main event.

closing 6 October. Assessed, no bid.** Last week this was the strongest lead the radar had produced, scored 62 to 67, and it carried the 2 actions at the top of last week's report. On 7 September the drafting job obtained the 24 page RFP and all 7 attachments from UVA's public posting portal, without a supplier account, and re-scored the solicitation to 42. The requirements reverse the recommendation.

UVA is not buying a college counselling system. It is buying a full student health clinic platform, and 4 of its required functions are ones Carepatron does not have:

• Section II.E requires real-time inventory tracking across locations, with lot and expiry tracking. Carepatron has no inventory module.
• Section II.A requires medication management, including interaction and allergy checking. Carepatron has neither.
• Student information system integration, single sign-on, WCAG conformance and immunisation registry integration are all stated requirements and all documented gaps.
• The buyer states 225 electronic medical record users and 150 clinicians, above the 20 to 100 clinician range Carepatron states.

Two things are worth carrying forward. First, the winner becomes the default student health system for Virginia public higher education for up to 10 years through the VASCUPP cooperative, so smaller Virginia campuses that would otherwise be Carepatron-sized deals will buy off that contract instead of running their own procurements. Initial award notice is expected January 2027, and knowing the winner tells the sales team who it competes against at every other VASCUPP campus. Second, the 4 product gaps above are what stand between Carepatron and the whole US college student health segment, not just this deal. Nothing about this RFP needs deciding by 6 October, so that is a question for Glen on his own timeline rather than an action this week.

• The only REVIEW was the University of Virginia solicitation arriving through a second source on 7 September, scored 62, then resolved to a no bid at 42 the same evening once the documents were read. It is covered above.
• The only WATCH was Central Alabama Wellness, added 7 September. Alabama's rural health transformation program granted it $43,580 on 24 August 2026 for an electronic health record upgrade.
• New York State Corrections and Community Supervision, electronic health records, RFP C161877. A real, large records purchase, correctly disqualified: 850 concurrent licences across 41 prisons and 33,750 people in custody, electronic prescribing of controlled substances, HL7 or FHIR, a FedRAMP and CJIS compliant datacentre, and a minimum qualification requiring prior institutional deployments. It arrived under 3 separate source identifiers on 10, 11 and 14 September and had to be disqualified each time.
• James City County, Virginia, housing counselling software. A genuine system replacement, disqualified because housing counselling is financial rather than clinical and the stated driver is HUD 9902 and Virginia Housing grant reporting.
• Two more near-misses worth knowing. Hawaii Judiciary went to market for a traffic case management system, which is citations across 4 judicial circuits, not clinical records. Denver Public Schools tendered staff scheduling software, which is district-wide employee rostering with WorkForce Software as the incumbent.
• The 197 SKIPs were mostly not software at all. Clinician staffing and service delivery contracts, construction and building works, medical supplies and equipment, and a steady run of legal work that matched on the word "counsel" rather than "counselling". The Town of West New York alone contributed 9 legal counsel notices on 10 September.

Drafting

• University of Virginia, student health electronic medical record. Assessed, no bid. The full RFP and all 7 attachments were read, the 3 September assessment was superseded, and the item left the open board. No coverage figure applies, because nothing was drafted for submission.
• South Dakota was queued for the drafting job at 08:13 today and runs at 08:40, so it is not yet assessed.

Pipeline health

• Runs: 5 of 5 weekday runs completed, on 7, 8, 9, 10 and 11 September. No run failed, timed out or errored, and no source reported an error on any run.
• Sources: 16 of 17 enabled. BidsAndTenders, OpenGov Procurement, SUNY Jaggaer, Texas ESBD and Washington WEBS each inspected records but matched none all week, the fourth consecutive week for all 5 while still reporting "ok". SUNY Jaggaer is the costly one, because SUNY counselling centres are the proven win pattern. In today's run Starbridge inspected 3 records against 40 on 11 September, which is worth watching this week.
