The check was: find SW-120095 on Wisconsin VendorNet to confirm the buying agency and whether scope is outpatient.

Buying agency: University of Wisconsin-Madison, University Health Services. Confirmed on 30 September from the ShopUW+ public bid board event document, which is the buyer's own document. Solicitation 2027-UWMSN-01430-RFP. Buyer contact Sarah Martin, Purchasing Services.

Scope: outpatient, but wider than our win pattern. UHS is an integrated student health centre covering medical services, mental health services and prevention, accredited by the Accreditation Association for Ambulatory Health Care, across two clinic locations. So it is ambulatory rather than inpatient, which clears the hard disqualifier. It is not a counselling and wellness centre, which is the pattern we win. Laboratory and radiology sit inside the service list, and we have no lab ordering or results interface and no HL7 or FHIR interfaces.

On the reference number itself: SW-120095 does not exist. The aggregator the scorer read is rfpplanet.com, and its identifier is SYS-6821, which is rfpplanet's own internal record number rather than a Wisconsin solicitation number. I could find no Wisconsin record under SW-120095. The genuine number is 2027-UWMSN-01430-RFP. Worth noting so nobody searches for it again.

Two aggregator errors worth recording

The queue entry carried two facts from rfpplanet that are wrong, and both would have cost time:

  1. "Submitted by email" is wrong. The buyer's own event document states responses are accepted only through the ShopUW+ Sourcing Event Module. No email, no post. The RFP also prohibits contacting any University employee other than the buyer, from issue date until award, on pain of disqualification. Acting on the email instruction would have risked the submission.
  2. "Government in Wisconsin" is not the buyer. It is UW-Madison UHS. The aggregator stripped the buyer name.

The dates and the 2-year term that rfpplanet carries do match the official document: published 29 September, closes 9 November 2026 at 3:00 pm EST (2:00 pm Central).

Unchanged at 58, REVIEW. I have not moved it, for the same reason as 30 September: the requirements document is still unread, and an unread specification does not earn a confident score. Nothing I learned today touches the specification. I only confirmed the buyer and the submission channel, which were already confirmed.

Given lab and radiology scope and the cooperative-contract clause covering other UW campuses, state agencies and municipalities, dropping this is a defensible call and costs nothing.

Why this arrived twice

The radar found the same solicitation through two aggregators carrying different identifiers and different levels of buyer detail, and nothing deduplicates across sources. The first record, exa_neural:8eb693551f02b1fe, came via Starbridge and named the buyer. This one, exa_neural:ffad36fcf26a6617, came via rfpplanet and did not. Same for the Oakland item today, which has now arrived three times under three ids.
