The killing requirement

The agency's own event description, carried verbatim by four independent sources:

DMHA is requesting a vendor to manage, triage, enhance and train around the case management system for the Wraparound program. This system is known as "Tobi" and is the foundational tool for daily communication between DMHA and Wraparound Provider Organizations (WPOs). The system is used by WPOs statewide to submit and manage critical documentation for the participants in the Wraparound program.

Tobi already exists. Indiana owns it. DMHA is buying a vendor to operate, support, enhance and train users on it.

This hits the rubric's hard disqualifier for "prime-contractor / staffing / services-only solicitations (they want people, not software)". Carepatron sells its own platform. It does not take over maintenance and development of a state's existing bespoke case-management system. There is no version of this contract that Carepatron could perform.

What the check asked, and the better answer

The check was: confirm Medicaid claiming scope and user count.

Both are moot, and I want to be clear about why rather than report a half-resolved check. The check assumed this was a system replacement, where Medicaid claiming and seat count would decide fit. It is not a replacement. The scope question sits one level above the check, and it disqualifies the item on its own.

For completeness: Child Mental Health Wraparound is a Medicaid-funded programme, and Tobi is named in Indiana's own CMHW provider module as the DMHA case record management system used for plan-of-care documentation. So the Medicaid dimension would likely have been disqualifying too. It did not need to be.

The deadline has moved twice, from 16 September to 30 September to 8 October. That is consistent with an agency struggling to attract bidders for a niche legacy-system contract, and it is another signal this is not an open-market software purchase.

How I read it

The source page the scorer found is behind Cloudflare and still is. I resolved it from four independent mirrors that each carry the identical agency-authored event description: GovernmentContracts.us, TechBids, Starbridge and HigherGov. The wording is identical across all four, which is what you would expect from a mirrored Event Description field rather than four separate summaries.

I did not reach Indiana's own bid board. The state publishes events through a PeopleSoft supplier portal that requires a bidder profile, and creating one submits Carepatron's details, so I left it. Given four matching copies of the agency's own text, I do not think a fifth source would change the call.

What would change the call

A future Indiana procurement to *replace* Tobi with a commercial platform, rather than to staff and maintain it. That would be a genuine opportunity: statewide behavioural health wraparound, outpatient, documentation-centred. Worth watching, but it is not this contract. The Medicaid claiming question would still need answering before pursuing it.
