RCMP, Request for Information for an Electronic Occupational Health Record System (WS5899493094)

Status: blocked. The RFI itself is distributed only to registered SAP Ariba suppliers who have completed a Government of Canada profile. I did not register, because registration submits Carepatron's legal and tax details and that decision is yours.

Before you spend that decision, read the next section. The public metadata points away from this one.

What I could read, and what it suggests

The CanadaBuys notice and the Ariba Discovery public overview are both fully readable. The description is one paragraph: "This solicitation is for the Request for Information for an electronic occupational health record system."

The commodity codes do more work than the description. CanadaBuys tags the notice under UNSPSC 43230000 Software, 43231505 Human resources software, 43232200 Content management software and 43232300 Data management and query software. The Ariba posting widens it to "Enterprise system management software, Human resources software, Procedure management software, Customer relationship management CRM software, Inventory management software, Office suite software, Business intelligence and data analysis software, Document management software, Content workflow software".

Not one clinical or health category appears in either list. Read together with "occupational health record", this is an employee health and human resources records system for a federal police force. It is workforce records, not outpatient clinical care. That is a different product from the one Carepatron sells.

Four known gaps would also be live from the first question, and Canadian federal procurement asks all of them:

• Canadian data residency. Carepatron hosts on AWS across the US, Australia and Europe and cannot commit to a customer-selectable region (known-gap-no-data-residency-choice).
• Accessibility. There is no WCAG conformance in the product today and no VPAT (known-gap-no-wcag-conformance).
• Published service levels. Carepatron declines to publish resolution-time SLAs (known-gap-no-published-slas) or an uptime figure (known-gap-no-published-uptime).
• Bilingual delivery. The notice lists the languages as French and English. Nothing in the library speaks to French-language delivery, so it is a [VERIFY: can Carepatron deliver the product interface, client-facing documents and support in Canadian French, and is there any precedent for a bilingual deployment?] rather than an answer.

Protected B handling is a further unknown that the unread RFI would almost certainly raise.

Every route I tried

1. CanadaBuys tender notice, by curl. Read in full. It carries the solicitation number, both closing times, the contracting authority, the trade agreements and the commodity codes, but only the one-paragraph description.
2. Ariba Discovery anonymous preview, rendered with Firecrawl at the anId=ANONYMOUS URL from the queue record. The page renders and confirms the posting is free to respond to. It then states the block plainly: "The full Request for Information (RFI) and attachments can only be accessed and downloaded when logged into your SAP Ariba account and you have filled out your Government of Canada profile."
3. The four portal accounts Carepatron holds, being BidNet Direct, NYS Contract Reporter, Virginia eVA and InstantMarkets. None federates to SAP Ariba or CanadaBuys, so none opens this document.
4. Aggregator and web search on the solicitation number and the exact title. No mirror carries the RFI. The hits were unrelated: a US Department of Veterans Affairs occupational health RFI and a Department of National Defence health records platform notice from an earlier year.
5. Registration on SAP Ariba. Not attempted, and deliberately so. Creating the account requires completing a Government of Canada supplier profile, which submits Carepatron's legal and tax details.

The public-records route does not apply here. PSPC distributes the package through Ariba and routes technical questions to the Event Messages board inside the same event, which also needs the login. Emailing the contracting authority for a copy would cut against the stated process, so I have not drafted that request.

The one thing that unblocks it

You decide whether Carepatron registers on SAP Ariba with a Government of Canada supplier profile, at canada.supplier.ariba.com. Registration is free and the posting is buyer funded, so there is no fee. The cost is the legal and tax detail in the profile, and that is the part I will not do on your behalf.

My read is that it is not worth it for this notice. The commodity codes describe an HR and records system, and four known gaps sit directly on Canadian federal requirements. An RFI is relationship building rather than a live bid, so the upside is a conversation, not a contract.

If you want the account anyway as standing infrastructure for Canadian public tenders, that is a reasonable separate call. It would open this notice and every future PSPC posting.

Two details worth keeping

The amendment text on both CanadaBuys and Ariba overrides it: "All required supporting documentation and bid submission must be submitted on November 1, 2026 by 2:00pm EDT. All bids submitted after 2:00pm EDT will result in the bid being declared non-responsive." The amendment is dated 25 September 2026 and is the later statement.

The score

48 out of 100, unchanged from the scorer's metadata read. I am not moving it, because the document that would justify moving it is the one I could not open. The commodity codes argue for lower; the absence of the requirements argues for leaving it alone.
