This is the same solicitation the radar already resolved on 7 September 2026. It has now reached us through a fourth source. The BidNet Direct listing published on 15 September carries no buyer name, so it arrived as a fresh candidate scored 50 with a check attached. Resolving that check identifies it as University of Virginia RFP-127616. The verdict from 7 September stands: SKIP, 42 out of 100.

The answer to the check

The check asked me to find the 15 September Virginia EMR notice on eVA and learn the buying agency and scope. The notice is not an eVA posting. It is a University of Virginia sourcing event, published 1 September 2026 on UVA's Workday Strategic Sourcing public portal, which BidNet mirrored two weeks later under a title with the buyer stripped out.

Two independent facts tie the BidNet record to UVA:

• BidNet's own subscription redirect names the event. Requesting the member view of notice 444162575785 redirects to a plan page carrying title=1238897+-+Electronic+Medical+Records+System. 1238897 is UVA's RFP Event ID.
• Title, geography and deadline match the three records already in state.db for this RFP, all of which resolved to SKIP 42.

The buying agency is the Department of Student Health and Wellness. The scope is a full student health clinic platform covering clinical, counselling, wellbeing, billing, reporting and inventory functions.

The requirements that kill it

I downloaded the 24 page RFP again today from UVA's public portal and re-read the two scope sections that decided the call. Both still read as they did on 7 September.

Section II.E, "Inventory and Supply Chain Management", states:

The Selected Firm shall provide inventory management capabilities that support clinical operations, including: - Real-time inventory tracking across locations - Par level management and automated alerts - Ordering, receiving, and reconciliation workflows - Lot number and expiration tracking - Usage tracking and reporting

Section II.A, "Clinical and Patient Care Functionality", states that capabilities must include:

Medication management, including interaction and allergy checking

Carepatron has no inventory module and no clinical decision support, so neither section can be answered from the claims library. Inventory is one of five scope sections, not a line item, and the RFP names it in the opening description of the goods and services sought. Four further stated requirements land on documented gaps. Section II.I, "Integration Requirements", lists the University Student Information System, "University identity management and authentication services, including Single Sign-On (SSO)", the Virginia Immunization Information System, and "Verivax or similar multi-state immunization registry". Clause D of the contractual provisions requires the vendor to certify accessibility conformance under Virginia Code 2.2-3501, or else pay for a conformance report and a remediation roadmap. Size is also wrong. The RFP states approximately 225 active EMR users and 150 clinical or provider users, above the range Carepatron states.

What would change the call

UVA splitting the counselling and wellbeing scope from medical services and buying it separately. CAPS accounts for 19,000 of the 62,000 annual encounters, and a CAPS-only system would sit inside the Beacon College win pattern with no inventory or medication management attached. Nothing in this RFP suggests UVA intends that. The sensible watch point is the award, which will name the incumbent and the contract end date.
